alpha 61 - country border width changes

alpha 61 is out:

- changes how vox draws country borders.

- allows map makers to add a <countryBorderWidth>0</countryBorderWidth> tag in the map XML to set the border width that vox draws (from 0 to 14 is allowed).

Changing the version number after adding the border width tag to the XML deletes the tag.

Not 100% but I think you need to change the version number BEFORE you add the tag.

The tag works. Just edited the Inferioris maps. The result is great.

But indeed, if you edit the map afterwards with the map editor, it gets deleted again.

If you put it inside the extraInfo tag, the map editor will preserve it, like so:

<extraInfo><countryBorderWidth>0</countryBorderWidth></extraInfo>
