Help! Absentee Bots on Extreme Rome Map

I'm attempting to edit Peter Karsten's excellent Extreme Rome map (Thanks for making it, PK) to reflect historical scenarios, such as 270 BC.

I've encountered a problem that usually about half the bots don't do anything in the match. They behave passively, just like the "non-playable" player.

Has anyone encountered this problem? Did it occur because I have put too many units on the map? Can i get around this problem? Thanks.

Big (neutral) walls may stop any bot to hit it, and it can happen not only on your modification of the Extreme Rome map.
Since weak bots only hit random countries around them or just reinforce what one might not even notice on big maps, they may never break strong neutral walls like in your game. Strong bots (Kodos excl.) have some brains and could just turn to try conquering weaker defended countries, especially Polymath would do.
So yes, you've given the answer yourself: Reducing the number of neutral men or switching to strong bots only will resolve your issue.

btw, I tried it out. At least among the hard bots, Hawk and Polymath work.

You can select the bot strength in the "Difficulty:" drop down box.
Bots listed below "-- Easy --" are weak, below "-- Medium --" are averagely strong and so on. Kodos is rather a medium bot though.
