Option to Limit the max # armies in a game

Just like in the Risk Board game (which has a physical limitation on # of pieces), there should be an option to limit the total # of pieces that can be on a board at any one time. It would make an interesting tension to avoid those that just sit and hoard armies (as well as a 3 hour game that died when one of the players crashed, and then another when there were 2400+ armies in play).
