Start Scenarios

Aside from choosing 'Start Scenario' as your game type does the start scenario effect the way the game works in any other way?

For instance, what effect does the start scenario have on a random placed/even army start?

None.

it only has effect on starting scenario mode.

I thought it might also be the model from which the game generates random starts.

I've noticed that often in RII games 4-5 player's starts will vary from ok to great while 1-2 player's starts will vary from difficult to impossible.

The start scenario in R11 is a bit like this. Starting in Num is a death sentence for instance.
